Michael J. Ochs

Michael Ochs has been a Staff Advisor at the Commission on Security and Cooperation in Europe [Helsinki Commission], of the U.S. Congress since 1987. Dr. Ochs specializes in the Caucasus and Central Asia, and has traveled extensively in both regions. He has observed and analyzed elections in virtually all the former Soviet republics, and in Fall 1995 headed the OSCE's election observation mission for Azerbaijan's parliamentary elections. He observed Azerbaijan's parliamentary election in November 2000. Dr. Ochs received his Ph.D in Russian history from Harvard University.
