The report is an updated version of a policy paper commissioned by the Open Society Institute's Central Eurasia Project and Network Women's Program and originally presented in June 2001 at a Central Eurasia Project Eurasia Policy Forum that addressed UN and US counter-narcotics policies toward Afghanistan and Central Asia. This updated report reflects the implications of the dramatically changed political context of UN and US involvement in these areas following the events of September 11 and the new commitment of international funds following the Tokyo Summit.
