President Berdymukhamedov dismissed Myrat Garryev from his post of a Justice Minister and replaced him with his deputy, Begench Charyev.

Director General of State Association "Turkmenatlary" Reprimanded
President Berdymukhamedov severely reprimanded the Director General of the State Association "Turkmenatlary" (Turkmen Horses), Allanur Oraznazarov, “for unsatisfactory performance of his duties, weakening of control over the work on development of the country's horse-breeding industry;” Oraznazarov was threatened with dismissal.

Gurbanguly Berdymukhamedov Inaugurates Bakery Production Facility and Shopping Center
President Berdymukhamedov attended the opening ceremony of a high-tech industrial plant for the production of baked goods and the shopping center "Bereketli" (fertile) in Rukhabat district of Akhal province. The head of state toured the new plant, which includes an elevator and shops for flour, bread and baked goods, pasta and pasta products, andflour packaging bags.

On Compulsory Participation in Public Celebrations
Starting from November 25, rehearsals for the various upcoming festivities stopped and festivities slated to be held at stadiums across the country on the Day of Neutrality (December 12) were cancelled. According to Turkmenistan Initiative for Human Rights, the cancellation of mass open-air events is linked to the death of two students in Ashgabat. There was unseasonably cold weather in Ashgabat in mid-November and students were requested to wear light sportswear to the stadium where rehearsals were held. After staying outside for a long time many students got sick. A male student of the Turkmen State Institute of Architecture and Construction and a female student of the Ashgabat medical college ended up in hospital where they died. Both were diagnosed with acute pneumonia, but the call for medical assistance had been too late. Fatalities among participants of various events have been recorded before. For instance, when undertaking a cross-country fitness run, which stretches some forty kilometers, an instructor from one of the universities died. Deaths were also recorded among elderly people who had rehearsed chanting for hours in the run-up to a regular meeting of the Council of Elders. There were cases when, after long hours of waiting for the arrival of the President, people were diagnosed with frostbite in freezing temperatures or heat strokes in summer time. However, up to now, such incidents have not stopped the officials who are responsible for organizing large-scale events.
