The Open Society Foundations and the
University of Ottawa/l'Université d'Ottawa , in cooperation with the Embassy of the Islamic Republic of Afghanistan in Ottawa, are pleased to announce that applications are being accepted for the Afghan MA in Communications Program.The Afghan Communications Scholarship provides up to five fully funded fellowships to qualified citizens of Afghanistan to complete a two year MA in Communications at the University of Ottawa/l'Université d'Ottawa in Ottawa, Canada. The program provides the opportunity for post-graduate study in Canada for journalists and communications professionals in early or mid-career who demonstrate both academic and professional excellence and the potential to become leaders, decision-makers and agents of change.

Regional Program of ICARDA for Central Asia and the Caucasus (CAC)
On behalf of Central Asia and Caucasus Association of Agricultural Research Institutions (CACAARI) is looking for suitable candidates for the following position:

Executive Secretary for CACAARI to be based in Tashkent, Uzbekistan

I. General introduction

CACAARI, the Central Asia and Caucasus Association of Agricultural Research Institutions (hereinafter referred as Association) was established in Tashkent in 2000 to serve as a platform for dialogue and action in agricultural research for development in Azerbaijan, Armenia, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.

The Executive Secretary of CACAARI is expected to significantly lead, promote, further develop and contribute to maintaining CACAARI activities in a constant and reliable way. He/she will be placed at the CACAARI Secretariat in Tashkent, Uzbekistan, hosted by ICARDA. The Executive Secretary of CACAARI will report in technical matters to the CACAARI Chairman, and administratively to the Head, CGIAR Program for CAC, Regional Coordinator, and ICARDA-CAC.

II. Terms of reference

* responsible for the overall management of CACAARI in order to ensure that the CACAARI adheres to CACAARI’s core values and principles, and attains the goals and objectives as agreed upon by the General Assembly and delegated by the CACAARI Steering Committee;

* responsible for the day-to-day management for development and monitoring of the annual plan and budget with Management Team and in synergy with the Operational Center ICARDA, as well as for proposing mid-term strategies to ensure that CACAARI evolves according to operational needs, to be approved by the Board of CACAARI;

* maintain constant liaison with national, regional and global Agricultural Research for Development (ARD) organizations, including international agencies, farmer organizations, NGOs, universities and research institutes;

* supervise further development and maintenance of the CAC Regional Agricultural Information System (CAC-RAIS) and the CACAARI website and publish CACAARI documents;

* Contribute to broadening CACAARI’s membership among stakeholders;

* Maintain databases and facilitate information dissemination flow among all stakeholders.

* Fund-raising for CACAARI through proposals for funding by members, donors etc.

* Organize annual CACAARI meetings and specific thematic, discipline- and commodity-related events and submit administrative and financial reports on them;

* ensure, together with the Chairman of CACAARI, the timely finalization of CACAARI’s annual accounts, according CACAARI’s/host agency’s financial rules & regulations and in accordance with the laws;

* be responsible for CACAARI Financial accounts and their audit under supervision of ICARDA/host agency

* ensure that CACAARI maintains its financial self-sufficiency and that its financial ratios remain within the ICARDA/host agency’s requirements;

* regularly report to the Board and Chairman on the progress throughout the year and to look for means to overcome impediments obstructing the objectives;

* guard and protect the logo and name of CACAARI;

* directly coach and supervise all CACAARI staff including the assistant secretary, and work in coordination with Chairman to establish CACAARI’s presence in Uzbekistan;

* represent CACAARI with CAC authorities, academics, media, farmers, NGO’s and other relevant parties.

III. Job requirements

* A successful background in agricultural research is essential, knowledge of agrarian research structures in CAC countries will be an asset, minimum 15 years of working experience, with at least 5 years in ARD system (Ag. Research centers, institutes, university or projects);

* excellent understanding of ARD, preferably rich field and HQ experience;

* experience in and knowledge of Agricultural research systems of the world and CAC region. Advantage will be given to the person with Academic Degree in Agriculture;

* ability to work independently and also in a team setting;

* strong organizational, management and planning skills;

* ability to prioritize and deal simultaneously with several tasks;

* understanding of financial management issues;

* strong interpersonal and communication skills;

* ability to communicate fluently in English/Russian and one knowledge of one or more local languages will be an advantage;

* ability to travel extensively.

SUMMARY

Under the supervision of the Vice President for Europe and Eurasia Programs, the Program Director is responsible for all aspects of program implementation, including managing relationships with internal and external stakeholders and fiscal oversight.

The program focuses on bolstering protection of fundamental rights – primarily those of freedom of expression, freedom of association, and access to justice to enforce those fundamental rights.

Primary project activities currently include:

1) “Reporting on Human Rights” training seminars conducted around the world to build journalists’ skills and knowledge of human rights issues and spur innovative coverage of those issues. The training provides the tools journalists need to deepen public understanding of human rights. Given the critical importance of women’s issues in targeted countries, the curriculum has a particular focus on violence against women and women’s economic empowerment.

2) Media law & advocacy training seminars held regionally and globally to bring together media support NGOs, professional media associations, licensing bodies and parliamentarians to improve regional coordination in combating emerging threats to media freedom and enhanced understanding of advocacy strategies and the current legal and regulatory challenges to media, especially in semi-authoritarian regimes.

3) Independent media “Emergency Response Fund” small grants program: Internews will make timely, opportunistic interventions in human rights and freedom of expression crises as they develop, through the provision of grants to support the capacity of independent media organizations who are best placed to positively impact such crises.

The successful candidate will have a strong background in human rights, with a focus on journalism, as well as significant experience managing USAID-funded projects. He or she will be responsible for strategic and daily management of the global program, working in partnership with Freedom House, Global Rights, and the International Center for Not-For-Profit Law.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following; other duties may be assigned:

All aspects of project management, including meeting ambitious milestones and achieving the overall objective of the project in advancing the cause of human rights and freedom of expression.

Work closely with regional program management units to coordinate all aspects of regional implementation of program

Develop, maintain, and coordinate relationships with non-governmental civic groups, legal advocates, human rights defenders and others to support project implementation and to expand Internews’ programming on gender and human rights.

Work with Internews head office as well as other partner US-based non-governmental organizations led by Freedom House and including Global Rights and the International Center for Not-For-Profit Law to ensure proper administration of project activity.

Maintain relationships with donors through reporting, liaison, communications, and advocacy.

Ensure conformance with donor rules and regulations in field activities.

Assist in raising funds for project continuation by writing proposals and budgets.

QUALIFICATIONS
