Turkmen President Receives Russian Foreign Minister
President of Turkmenistan Gurbanguly Berdymukhamedov received the Minister of Foreign Affairs of the Russian Federation, Sergey Lavrov, who said that “the Russian President highly appreciates the confidential dialogue that has developed between the leaders of the two countries" and stressed that Russia welcomes Turkmenistan's interest in deepening cooperation with the Shanghai Cooperation Organization (SCO). The Turkmen President said that last year, bilateral trade volume exceeded five billion dollars, and noted a tendency for further growth. Berdymukhamedov and Lavrov discussed Turkmen-Russian partnership and noted the similarity of Turkmenistan’s and Russia’s positions on the key issues of international politics. The two signed a Russian-Turkmen cooperation program for 2013.

Russia Suggests that Turkmenistan Keeps Russian Passports
Russia has attempted to convince the Turkmen authorities not to force dual Russian-Turkmen citizens to renounce their Russian passport. According to Russia’s Kommersant newspaper, this was the main purpose behind Russian Foreign Minister Sergey Lavrov’s visit to Ashgabat. The Turkmen leadership promised Lavrov that they would resolve the issue, without giving any firm guarantees. July 10 is the deadline in Turkmenistan for using old passports, and citizens of Turkmenistan can obtain new passports only by presenting a certificate affirming the absence of dual citizenship. This means that citizens who do not renounce their Russian citizenship will no longer be able to travel abroad. Currently there are about 40,000 Turkmen citizens who hold Russian passports. Following the talks, Lavrov told Kommersant that the Turkmen President promised to "guarantee the non-infringement of anyone's rights and non-discrimination of anyone who resides within the territory of Turkmenistan." "We have the Turkmen President’s assurances that each individual case will be solved without creating discomfort for people,” Lavrov said. It is possible that Ashgabat will put forward counter-claims; for example, Turkmen authorities would like to see Gazprom increase gas purchases (currently it buys about 10 billion cubic meters per year). Apparently, this was the reason why Gazprom deputy chairman, Alexander Medvedev, accompanied Lavrov, according to Kommersant, however, he ended up not participating in the negotiations. The resolution of the dual citizenship issue will determine the chances of a personal meeting between the Presidents of Russia and Turkmenistan. Berdymukhamedov invited Putin to visit Ashgabat, but unless the issue is settled, the visit is unlikely.

Ashgabat to Hold Caspian Talks
On April 10 – 12 Turkmenistan will hold a regular meeting of five Caspian littoral states to discuss the draft agreement of the preservation and rational use of Caspian biological resources. On April 17 – 18 Turkmenistan will hold the first meeting of authorized representatives of the Caspian countries to discuss the draft agreement on prevention of emergency situations in the Caspian Sea.

Caspian Littoral States Prepare for Caspian Status Summit
Negotiations on the legal status of the Caspian Sea are conducted regularly, and the issue of holding the next summit of heads of states in Russia is currently on the agenda, Azerbaijani Deputy Foreign Minister Khalaf Khalafov told reporters."Preparations for the summit were discussed during the bilateral Azerbaijani-Russian negotiations on the status of the Caspian Sea in March. There are still a number of open issues in determining the status of the sea that require consolidation," the Deputy Minister said. It is also planned to hold a meeting of the working group of the five littoral states in Tehran after April 20, Khalafov said.

Foreign Ministries of Turkmenistan and Japan Held Consultations in Tokyo
Turkmenistan and Japan held inter-ministerial consultations at the level of Deputy Foreign Ministers in Tokyo, the press service of the Foreign Ministry of Turkmenistan reported. The parties noted the importance of cooperation between the two foreign ministries and emphasized the need to open Turkmenistan’s Embassy in Japan.

Ambassador of Norway accredited in Turkmenistan
The Speaker of the Turkmen Parliament, Akja Nurberdieva, received the credentials of the Ambassador Extraordinary and Plenipotentiary of the Kingdom of Norway to Turkmenistan, Ole Johan Burnham, and briefed him on the main areas and priorities of domestic and foreign policy of Turkmenistan. They discussed cooperation in the educational, managerial training and tourism and culture sectors.

Turkmenistan and US Cooperate in Museum Maintenance
Turkmenistan's Foreign Ministry received the Director of the Asian Culture History Program of the Smithsonian Institution, Dr. Paul Taylor, who came to Ashgabat to discuss cooperation in the cultural and humanitarian sector, and in particular, the exchange of experience and methods of museum management.

Turkmen and Turkish Specialists Discuss New Project of Monuments Restoration
A group of specialists from the Turkish Agency for Cooperation and Coordination (TACC) visited Turkmenistan to prepare a new joint project for preserving historical monuments. The delegation held a meeting at Turkmenistan's National Agency for Protection, Analysis and Restoration of Historical Monuments. In Turkmenistan TACC participates in projects in agriculture, technologies, tourism, finance, statistics, road construction, healthcare, education, culture, and science.

OSCE helps Turkmenistan with energy diplomacy
The OSCE, in co-operation with the Office of the Coordinator of OSCE Economic and Environmental Activities, organized a two-day workshop on energy diplomacy, the OSCE Center in Ashgabat reported. Key experts and officials of Turkmenistan's oil, gas, energy, economic and financial sectors, and academia attended the event. International experts from the Philippines, Russian Federation, and United Kingdom provided an overview of the oil and gas industries in the leading gas exporters of the world and presented the methods and procedures of valuation of the oil and gas complexes and relevant negotiation techniques. The participants also discussed case studies related to international oil and gas contracts.

UN helps Turkmen farmers to respond to climate change
The National Institute of Deserts, Flora, and Fauna hosted a five-day training course on the enhancement of water management practices at the community level, organized with the support of the United Nations Development Programme (UNDP) as part of the joint project of UNDP and the Ministry of Nature Protection of Turkmenistan entitled “Addressing climate change risks to farming systems in Turkmenistan at the national and community level.”

Ashgabat to Hold International Conference on Human Trafficking
Ashgabat will host an international conference, “Sharing the best practices between Eastern and Western Europe and Central Asia for the development and implementation of the National Action Plan to Combat Human Trafficking,” on April 29-30, organized by the Ministry of Foreign Affairs of Turkmenistan jointly with the local representative of the International Organization for Migration (IOM).
