China to Provide Turkmenistan with Non-repayable Grant
Following a meeting of the intergovernmental Turkmen-Chinese Cooperation Committee held in Beijing, Turkmenistan and China signed an agreement on technical and economic cooperation envisioning a non-repayable grant from China to Turkmenistan, the Turkmen government reported on July 31, not specifying the grant amount. The meeting was co-chaired by Turkmen Deputy Prime Minister Baymurad Hojamuhammedov and by Chinese Vice-Premier of the State Council Wang Qishan. Members of the Turkmen delegation held several bilateral meetings with representatives of Chinese ministries and departments. 37 Chinese companies implement 66 investment projects totaling about $4.5 billion and 2.3 billion yuan in Turkmenistan.

Turkmenistan to Explore Pipeline Option Through Kyrgyzstan to China
Turkmenistan will study the option of building a pipeline through the southern areas of Kyrgyzstan to China, said Kyrgyz Minister of Energy and Antimonopoly Policy, Temir Sariev, at a meeting of the Kyrgyz - China coordination group. The duration of construction will depend on the Chinese company who will lay the pipeline.

Welding of East-West Gas Pipeline in Turkmenistan on Schedule
The State Concern Turkmengaz is constructing the East-West gas pipeline project on schedule, local media reported, citing Turkmengaz. During the first half of 2012 the welding of 100 kilometers of large diameter pipes was completed. By the end of 2012 another 162 kilometers of pipeline should have been welded together. This pipeline will connect gas-fields in the east of Turkmenistan with the western part of the country on the Caspian Sea, from where it may be possible to ship gas to world markets - to Europe via the Caspian Sea and to Russia along the Caspian coast. This pipeline, which will have the capacity to transport 30 billion cubic meters of gas per year, will be constructed at an estimated cost of more than two billion dollars, and will become operational by 2015.

Ashgabat to Expedite TAPI Implementation
On August 2 – 3, Ashgabat hosted a meeting of the technical working group on the Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline project, the Turkmen government said on August 3. Representatives of all four participating countries and the Asian Development Bank (ADB) attended the event. "The meeting emphasized the importance of speedy implementation of the project and recognized the need to strengthen joint efforts in this direction," said the report. The agenda included the organization of business tours to attract leading international oil and gas companies and financial institutions to the consortium which will be established for the implementation of the TAPI project. Business tours will be conducted in business and financial centers in different regions - in the cities of Singapore, New York, and London.

Japanese Consortium Completes Major Project in Turkmenistan
President of Turkmenistan Gurbanguly Berdymukhamedov received the heads of Japanese companies, including the President for the industrial and infrastructure projects at Kawasaki Heavy Industries, Eizhi Inoue, and the CEO of Sojitz Corporation’s Mission in Turkmenistan, Tatsuya Kono, reported the Russian-language state newspaper, Neutral Turkmenistan on August 5. The Japanese representatives informed the President about construction of the carbamide production plant in Mary, saying that it is nearly completed and the work is on schedule. The cost of the project is estimated at $1 billion, and the designed project capacity is 400,000 tons of ammonia and 640,000 tons of urea per year.

The Turkmenbashi oil refinery complex announced a tender to improve security systems at the Turkmenbashi complex, the Seidinsk oil refinery, the Kenarsk oil storage facility, and the Atamuratsk distribution depot.

Turkmenistan, Russia Sign Agreement in Navigation Field
A naval agreement was signed in Moscow, following a meeting of the Russian-Turkmen Intergovernmental Commission on Economic Cooperation, Russian and Turkmen media outlets reported on August 2, citing the press service of the Russian government. The agreement was concluded by the Russian Maritime Register of Shipping and the State Service of Maritime and River Transport of Turkmenistan and relates to the delegation of authority to conduct surveys of ships and documentation in accordance with the international merchant shipping requirements. At the meeting the delegations were headed by the co-chairs of the Commission: Russian Deputy Prime Minister Arkady Dvorkovich and Deputy Prime Minister of Turkmenistan and Foreign Minister Rashid Meredov.
